if you want to do it yourself, I believe you are looking for the NXT Blockchain Creation Kit.

If you want to have a child-chain on the Ardor platform, you should talk to Jelurida.
Please note that you'll need at least some coding knowledge and that Jelurida will not provide free support for NXT clones.
