This release implements the forgers voting for the proposed migration of Nxt
to a new Ardor child chain. At this point there is no need for mainnet nodes
to install it as there are no other changes or bugfixes relative to 1.12.3 and
in this release the migration is enabled for testnet only.
An Nxt testnet hardfork has been scheduled for block 5700000 (the "migration
signalling height") expected to occur on Oct 22, 2025. Testnet nodes should
upgrade before that. After the migration signalling height, nodes forging with
this release will generate blocks with version 4 (current block version is 3),
but will also accept as valid blocks with version 3, provided that the
previous block is not version 4. Nodes who do not upgrade to this release will
continue to generate version 3 blocks only and refuse to switch to a fork
containing version 4 blocks, while nodes running this release will consider
both forks as valid and switch to whichever grows to a better cumulative
difficulty.
1440 blocks after the migration signalling height, the "migration decision
height" is reached. After this height, if the last block is version 4, the
migration decision is considered approved, and one day later (for testnet) the
"snapshot height" is reached, after which no more blocks will be generated or
accepted.
If at the migration decision height the last block is still version 3, the
migration will be canceled automatically. Nodes will revert to generating and
accepting only version 3 blocks, indefinitely.
The text of the Jelurida Public License under which the Nxt software is
released has been updated to note that the current copyright holder is
Jelurida Swiss SA, and that if the migration proceeds, the airdrop requirement
will apply to the Nxt child chain tokens from then on.

Nice, but unfortunately version 1.12.3 is still offered for the Windows client (and this is the version that is installed). The advertised version 1.13 is not available for Windows.
This release is only for testnet and there is no need for mainnet nodes to install it. The mainnet release will include all platforms.
